(a)
the design and planning of a feasibility study on a loan against pensions scheme for the civil service. The study should specifically cover the following matters
(i). an assessment of the impact of the loan scheme on the money market and possible ways to stagger the injection of money/conversion of the fund into foreign currencies;
(ii)
recommendations on
suitable means
to
organising a workable scheme; and
(iii) an assessment of the rate of interest and
management fees likely to be charged by financial institutions if they were to operate such a scheme, the rate of return on investments funded by such schemes, and the types of investment instrument available;
(b)
the execution of the feasibility study;
(c)
(a)
A
the production of a report on the findings of the study with appropriate recommendations. preliminary report is required to be submitted to the Civil Service Branch,
Service Branch, Government Secretariat by 20 November 1991 followed by a final report which is to be submitted formally by 30 November 1991; and
the
assistance in presentation to and discussion with main staff consultative councils on the findings and recommendations of the study.
