11. Comment. The Treasury can hardly argue that this exchange did not constitute acceptance of an HMG-funded scheme on the lines we proposed. However this agreement was on the basis that HMOCS members should be induced to stay after 1997; there was no explicit acceptance of their right to any compensation at HMG expense.
