Once HMT have absorbed the ODA's further calculations
and we have met at official level, it is likely that we shall need to have a meeting with the Treasury at
Ministerial level to take matters forward. Collective
Ministerial discussion (probably in OPD (K) chaired by the Prime Minister) will probably be necessary.
What the compensation would mean
4. When in Hong Kong the Private Secretary asked what our proposals for compensation would mean in money terms. The ODA have provided examples for two "average" cases of officers who would be 45 years old with 20 years of service. We have used an Administrative Officer Staff Grade C (DS5 equivalent) and a Chief Inspector as average. The total compensation payable will be rather less than twice the officer's salary ie, £115,000 and £61,590 respectively. This would only be payable if the officer stayed the full eight years after 1997. Under our proposed scheme, only 20% of this total would be payable to an officer who stayed only until 1 July 1997.

5. The recently-established Hong Kong HMOCS Association is due to hold its inaugural general meeting on 16 October. This is likely to attract press attention. Office bearers have been appointed and are generally a quite responsible group, with a senior Administrative officer
