It is against this background that we sought your advice in January 1987 and there does not appear to be other correspondence between us on this specific subject in 1986 and earlier.

I am sorry that we have not taken follow up action on the matter earlier because as you will appreciate, there are many pieces of UK legislation which apply to Hong Kong and require localisation. A priority list for localisation has been drawn up and more important and

issues clearly requiring localisation, such as those relating to merchant shipping, civil aviation, admiralty jurisdiction etc. are inevitably accorded with higher priority.

According to our programme for localisation of UK legislation, the necessary drafting instructions will have to be ready by early 1992 if any provisions of the Superannuation Act 1965 were to be localised.

We are anxious to bring this matter to a conclusion and your early advice on the matter would be much appreciated. Our view, and that of our own legal adviser here is that there appears to be no need to localise the Superannuation Act as mentioned in Mr Water's letter of 19 June. If ODA could confirm this, we could close the matter.
