1. As you will be aware we and the ODA will soon be discussing further with the Treasury the position of Hong Kong HMOCS members in the light of the transfer of sovereignty in 1997.

2. As the cost estimates and statistical data we recently submitted to the Treasury were largely based on data first provided by the Hong Kong Government Secretariat in October 1988, the ODA would find it useful to update their database in order that they can further refine their figures. We should be most grateful if you could provide the following information:

(i) A list of currently serving HMOCS officers, showing their name; date of brith; date of appointment to the permanent and pensionable service; present grade and salary; maximum of existing salary scale. Previous estimates have included a 15% allowance to take account of anticipated promotions prior to 1997. Is this still appropriate, or would it be possible appropriate to refine the data by giving a projected grade and salary for

those officers likely to be promoted?

(ii) A list of contract officers who are eligible to transfer to HMOCS, showing the same details requested for serving HMOCS officers.

From these lists could you please identify the officers who will be affected by the Limited Compensation Scheme and the Police Special Branch Scheme. If it is not practicable to provide the names of the officers could you please provide an estimate of the numbers and grades likely to be involved.

The individual compensation factors quoted in the lists provided by the Hong Kong Government in October 1988 appear to concur with the factors set out table I (b) of the Limited
