Thank you for your letter of 31 October. We shall provide such extra information as we can as soon as possible.

2. Meanwhile, on the substance of the issue, I write to confirm that I should like to hold a meeting on Tuesday 12 November at 11.30 am in my room, WH 323. officials from the ODA will also attend.

Pressure for an announcement from HMG on this issue is building up in Hong Kong among civil servants and police officers. The outcome of the LegCo elections in September and widespread criticism about our agreement with China on Hong Kong's arrangements for the future Court of Final Appeal may have added to their concerns about their future in public service. The last thing the Government needs is for HMOCS members to start making public expressions of lack of confidence in the Joint Declaration.

At the meeting we wish to listen to any concerns you may have and to try to reach an agreed view with you if we can. In any case we should try to take matters as far as we can at official level,

5. Lord Caithness is due to visit Hong Kong again later this month and will need to be able to offer credible assurances/that we are making progress.
