STAFF WILL NATURALLY EXPECT ANY COMPENSATION TO BE CALCULATED HAVING REGARD TO THEIR ACTUAL SALARY IN 1997. HOWEVER, GIVEN THE NEED TO LIMIT HMG'S FINANCIAL COMMITMENT, THE PROPOSAL IN PARAGRAPH 2 OF TUR IS AN EQUITABLE WAY OF ACHIEVING THIS EVEN THOUGH IT WILL NOT BE EASY TO EXPLAIN THE RATIONALE.

THERE WILL NEED TO BE A MECHANISM FOR TAKING ACCOUNT OF SALARY INCREASES DUE TO INCREMENTS AND PROMOTIONS. THIS COULD BE AN ADJUSTMENT TO SALARIES TO TAKE ACCOUNT OF SUCH INCREASES WITHIN THE CONTEXT OF THE 1991 SALARY SCALES ADJUSTED BY U.K. INFLATION.
