Martin Lee's visit George Foulkes said Martin Lee's recent meeting with Neil Kinnock had gone very well. On the point of a Minister for HK which Martin Lee said had been promised by Kinnock, Foulkes said that what Kinnock had said was that responsibility for HK would be assigned to one single minister who would come from as in the the Commons (ie instead of from the Lords
Foulkes case of Lord Caithness and Lord Glenarthur). remarked that he was somewhat surprised to learn at the Governor's meeting with Gerald Kaufman in October that Francis Maude had spent half of his time looking after We HK when he was the minister responsible for HK. said that with 1997 approaching, it would be hardly surprising that the minister with responsibility for HK had to spend as much, if not more, of his time on HK affairs.
