1. I submit points to make and background for the call by Mr Richard Allen on 17 September.

2. The ECGD passages have been provided by ECGD. They are deliberately vague because of strong Treasury pressure not to exceed the £200 million in new business commitments in

any one market. We, the DTI and ECGD are considering how best to ensure that sufficient ECGD cover is available for both PADS and Black Point.
