4. There should be quite a good balance between those who will obviously take the China line most of those suggested by the Chinese and those who are more likely to keep in step with the Hong Kong Government.
5. The MOU makes clear that the Consultative Committee may discuss: "any relevant matter related to the new Airport and related projects, but will have no decision-making powers. It should not delay the progress of the projects". Beyond that there are no terms of reference or rules of procedure. It is still not clear how it will work in practice and what aspects of the project it will seek to discuss. It would clearly be worthwhile the Hong Kong Government making some suggestions for this: control of the agenda is always an important aspect. The Minister might
ask the Governor about this.
