The Brief required the formulation of three Recommended Strategies for the airport's location: to be retained at Kai Tak; relocated as soon as possible to Chek Lap Kok, North Lantau; relocated as soon as practicable to East Lantau/Western Harbour. The Strategies were required to provide for forecast needs up to 2011. However, it was considered more important to demonstrate that they would perform well at the initial and intermediate stages than in the later years. Evaluations were therefore undertaken on the basis of performance up to 2006. The Strategies show the distribution of development to that year but indicate further potential to 2011.

In parallel with the PADS Study, a number of related studies were in progress and, where appropriate, close liaison was maintained. The aim was to minimise any conflicts that might arise between the port and airport proposals and other Territory requirements.

It is Chek Lap Kok to replace the airport at Kai Tak. scheduled to come into operation in 1997 and when fully developed will have two runways, will operate 24 hours a day, and will handle 80 million passengers a year. It will be supported by a fixed crossing (probably suspension bridges) linking North Lantau with Hong Kong Island via Tsing Yi and West Kowloon, and by road and rail transport. The suspension structures. would have to withstand typhoons.

Building the new airport and the associated road and rail links will be the largest infrastructure project ever undertaken in Hong Kong. Many international companies are involved in its funding, design and implementation.
