PADS: TELEGRAM DISTRIBUTIONS

I have been asked to consider and prepare revised telegram distributions for PADS, which will include the DTI and possibly ECGD.

2. I must record my unease at including the DTI as a matter of course on telegram distributions for PADS. The Hong Kong Government and the DTI will not always be on the same side in PADS issues. If the Hong Kong Government are sending us confidential information in the belief that we are not using this against them, then we are clearly betraying a trust. The danger is that the Hong Kong Government will find out that their telegrams are going to the DTI and will simply cease to give us any information of any worth.

Partly as a result of my worries above, I have drafted a telegram- attached proposing two distributions.

One, "PADS General" would cover any material that the Hong Kong Government was not too concerned about having a wide distribution. The other "PADS restricted" would cover more sensitive subjects. I also attach proposed distributions, not for disclosure to Hong Kong. Should material come in on "PADS restricted" which we wanted the DTI or others to see, we would have to copy it on a case by case basis.
