major engineering operations at the new airport would have to go to the Airport Committee in the next 18 months or so, because of the long lead time in investment for the companies concerned. This rather begs the question of whether franchises granted by the Airport Authority as opposed to those granted by Government should go to the Airport Committee at all. I made no comment, and I am not sure how clearly Guo registered the point.

6 I think it was very useful to carry out this briefing. If we can keep up the flow of information, I expect that it will have the desired result of keeping the Chinese side quiet!
