Airport Core Programme projects to the maximum extent possible before 30 June 1997. It will

plan its finances with the firm objective that

the fiscal reserves on that date will not be

less than HK$25 billion. If the total amount

of Government debt to be repaid after that date will exceed HK$5 billion it will only proceed if a common view has been reached with the

Chinese Government. We shall consult the

Chinese Government in a spirit of cooperation

and in accordance with the Joint Declaration, on important matters relating to the airport

project that straddle 30 June 1997. The

Memorandum provides details of the consultations to be conducted within an Airport Committee constituted under the auspices of the Joint Liaison Group. The Memorandum also contains some more detailed provisions concerning the airport project. Finally the

Chinese and British Governments state their

wish to intensify consultation and cooperation over Hong Kong issues, including by regular

high-level meetings.
