We spoke about this on the telephone. I understand that you have now had second thoughts about sending this letter now. In the Secretary of State's absence at the EC Conclave, I had, in any case, had a go at shortening the ECGD element of the letter. No doubt this does not reflect every last detail of each department's position, but was mean to be a shorter account of the main issues. Although overtaken, I enclose it for what it is worth.
