The Passenger terminal complex is the key to the whole airport.
The complex is strategically located midway between the two runways on the eastern side of the new airport island adjacent to Lantau Island. It features fully integrated access by road, rail and ferry.

The complex is organized into central processing terminals and concourses which house all passenger processing functions, including check-in, baggage handling, immigration, customs and security screening. Passenger circulation to, from and between aircraft, occurs in the concourses. Fast and convenient connections between all concourses and the processing terminals is provided by a people mover system and moving walkways.
A plan of phased construction will gradually expand the initial 1997 capacity of 33 million passengers a year to an eventual total of 87 million passengers per year, which represents the projected demand in the year 2040.

Interface with Landside Transport
The Passenger Terminal Complex will be one of the most convenient in the world. Among its most notable assets is the availability of a wide variety of transport options, including rail, taxi, private car, bus, hotel limousine and ferry.
Rail
The station for the Airport Rail Link, which is expected to serve almost half of the airport's passengers, is integrated directly into the passenger processing terminal. Station platforms are located inside the complex at both Departures and Arrivals levels for passenger convenience. Departing passengers descend a short distance by escalator or lift to the check-in counters and arriving passengers exit Customs with an unobstructed view of the boarding platform and train just ahead of them. The railway which originates in Central District on Hong Kong Island, will be an important addition to Hong Kong's efficient and well-used public transport system. Journey time to Central will be just 23 minutes
Roadside
Separate areas of curbside for taxis, private cars, buses and hotel limousines are provided along the front and the ends of the processing terminal, at both the Departures and Arrivals levels. The approach road to the terminal splits into an upper, elevated Departures road with direct access to the ticket counters, and a lower, ground level Arrivals artery. A surface carpark, with spaces for 2200 cars is located across the access road with access provided by two enclosed pedestrain bridges.
Ferry
A local and international ferry terminal will be built east of the passenger terminal at the edge of the airport island. During Phase One operation, shuttle buses will serve both levels of curbside and long- term planning will provide for either train shuttles or enclosed moving walkways to the processing terminal.
