Hong Kong : Airport Negotiations

The Secretary of State was grateful for your submission of 9 August. He has decided not to send to No 10 a second copy of the Governor's despatch on the airport negotiations: No 10 have already had a great deal of material for this visit and there is a danger of briefing fatigue setting in.

But the Secretary of State would like to read this on the 'plane and I have retained most of the papers.
