My next announcement concerns Hong Kong. You may have heard that the British and Chinese governments signed an initial memorandum of understanding concerning the construction of the new airport in Hong Kong and related questions. I believe that took place on the 1st of July as a result of the visit by Sir Percy Cradock Foreign Affairs Advisor to Prime Minister Mador. This memorandum of understanding sets out the framework for the U.K.-Chinese relationship for cooperation with respect to this construction of the new airport. The Government of Japan welcomes the fact that agreement has been reached between the Chinese and British governments concerning the construction of the new airport in Hong Kong. We are convinced that with this agreement between China and the United Kingdom for the construction of a new airport, the construction of this airport will proceed smoothly. The Government of Japan has consistently felt that it is important for the stability and prosperity of the Asia-Pacific region that Hong Kong will continue after its return to Ching in 1997 to enjoy economie freedom and maintain its prosperity and stability on the basis of the U.K.- China Joint Declaration and the Hong Kong Basic
