The Airport Core Programme needs to be coon in proportion. From 1990-1997 it is unlikely to amount to no more than 1.9% of GDP. The MTR system amounted to 1.2% of GDP from 1976-85. Even as a proportion më public works expenditure over the period 1990-1997. is forecast to amount to only 24%. In terms of cost per passenger, the airport itself is likely to ha cheaper than many other comparable international airports, eg. Munich, Changi and Kansai.

Taxes measures are reviewed everv vear in the light Af any number of factors and decisions are announced in the budget. That will continue to be the case.
