My purpose in writing to you personally is to underline the importance which we attach to this aspect when the Hong Kong Government reviews bids. All the indications are that the absence of a credible financial offer, with export credit facilities included, will rule a bid out of serious consideration. It is vitally important to us, therefore, that our recent ECGD Buyer Credit Application is considered as positively as possible.

I know you are supportive of our efforts to secure this prestige project for the UK and I hope you will be able to argue with your Treasury colleagues the need for a positive gesture over export credit, for political reasons to do with public support for Hong Kong as well as for the economic benefits to UK industry.

From our recent discussions with the Hong Kong Government, believe this would be seen in Hong Kong as a positive gesture of support by the British Government at a time when other countries such as Japan are still showing some uncertainty over providing finance for the post 1997 period.

I repeat that we in Trafalgar have been grateful for the support already shown by your Department for our efforts to win the contract for the Tsing Ma bridge, the first and most prestigious of the major projects related to the airport. I do hope you will be able to continue this support in the provision of export credit.

I am copying this letter to the Foreign Secretary, who I know also takes an interest in this matter.
