A 1. Mr Wall's (No 10) letter of 2 December recorded the
Prime Minister's decision that ECGD should now provide an indication of cover for the Lantau Fixed Crossing project.

Mr Burns and we had earlier discussed with DTI whether we could exploit a decision in this sense, and its likely impact on other national credit agencies, to encourage HKG
DTI offered a to look even more favourably at UK-led bids. rather inept draft speaking-note for Lord Caithness' possible use with the Governor on 7 December. disregard for the level playing-field, this would have been counter-productive. We have therefore negotiated an alternative version. If you are content with this I should like to fax it to Mr Ricketts in Hong Kong, for him to pass
on to PS/Lord Caithness.
