I discussed very briefly the context of OTTER 229, and Peter Ricketts' telegram 2076 from Peking with Mr Rogers

(PEP/DTI), although the latter telegram had not then reached him. Mr Rogers speaking frankly said he had been very surprised that Myers (Trafalgar House) had raised the question of his Consortiums difficulties in this way. fact he thought it was somewhat bizarre that Myers (essentially a bit player in the formulation of Trafalgar House policy) should describe the problems being experienced by Trafalgar House and Costain to Lord Caithness. He was even more concerned that the Governor might have received the impression that the Consortium were having difficulties with Mitsui and were likely to break up. He thought that Trafalgar House and Costain might well be upset if they learned that their problems had been aired at such a senior level with the Governor!

2. Mr Rogers was unable to throw much light on why ECGD cover will only guarantee about half the value of their bid although it was likely, he said, that Trafalgar House/Costain would look to overseas sources for various elements of their input contract. There was provision within ECGD's rules for local foreign costs to be met, but subject to strict limits.
