7. If we go above the headroom of £900 million, that will be a problem of success. That would increase the likelihood of difficulty with the Treasury.

But we shall

ensure that our Ministers make full play with the argument (which Richard Allen was making effectively here last week) that the airport is not just another project, but the key to wider economic confidence in Hong Kong, yielding enormous benefits to successful bidders, sometimes for decades to come. I am hopeful that if necessary we can use this argument for sui generis consideration to some effect, particularly given the Prime Minister's personal commitment to the project.
