We had a word this morning about the approach from Mr Roger Dobson, Director General of the Institution of Civil Engineers, to Sir Peter Gregson, the Permanent Secretary here. Roger Dobson is an ex-Director of Bechtel UK Ltd and was clearly speaking on behalf of his late employers. Bechtel were wondering whether it would be useful to deploy some of their political top brass with the Chinese to create some movement on the airport project to enable it to go ahead. George Schulz, a former Director of Bechtel, and

Dr Henry Kissinger, who is close to the Bechtel family, were the people they were thinking of. Stuart Hill of Bechtel had asked Mr Dobson to speak to the DTI to obtain a steer on how useful HMG thought a visit by Schulz or Kissinger might be.

We agreed that this offer deserved careful thought. It would need to be integrated very carefully in any moves that HMG or the Hong Kong government might be making over the airport. You said that you would like to consult the Governor immediately before he left Hong Kong.

We can discuss the proposal in more detail at our meeting this afternoon.
