HONG KONG AIRPORT PROJECT: ATP FINANCE

1. During the Prime Minister's meeting on 26 April to

discuss the Hong Kong Airport project, the meeting discussed

a suggestion by Mrs Thatcher that the airport should be built under ATP arrangements. We need to follow up the

instructions from the meeting that this option should be

looked at but that the arguments against it, which were

overwhelming, should be well mustered.

Recommendation

I submit a draft PS to PS/No. 10 letter which confirms that

ATP funding is a non-starter but flags up that we should

perhaps be doing more to ensure that ECGD support for the

projects is available. The draft letter has been cleared

with Mr Manning (ODA) and Mr Christian Adams (DTI) on a

personal basis.
