initiation of the PAD study and not vice versa.

Hopewell confirms that they are concluding studies

and are able to firm up on a price and programme

for the proposed development pursuant to Government's request made at a meeting on

31st January, 1989. Hopewell states that they

have been misled by Government by virtue of their

decision at that juncture not to consider Hopewell's

proposal any further for the time being.

Letter from Graham Barnes to Stewart Elliott.

Letter acknowledges that PAD study

commissioned by Government well after proposal

submitted by Hopewell and that it "indeed

helped the Government in reaching the decision

to initiate PAD studies". Suggests further

discussion after Government have made decision

on site of port and airport ie. middle of

October, 1989.

In October, 1989 Hong Kong Goverment's Port

and Airport Development strategy (PADS)

published in the form of a brochure.

Scheme proposed by Government almost identical

to Hopewell's Scheme "A" submitted to Government

in November 1986 (with the exception of road

link from Tsing Yi to North Lantau via Ma Wan).

Brochure confirms PADS not initiated by Government

until March, 1988. No acknowledgement or

accreditation given by Government in PADS

report to Hopewell's original ideas set

out in scheme "A" and Project outline

presented to Government in November, 1986

Capital costs for development estimated

by Government at 1989 prices in the sum
