The Secretary of State has seen both Simon Gass's letter of 31 May and Jeremy Heywood's letter of 6 June on the Hong Kong airport project.
He agrees that the airport can hardly be regarded as a candidate for ATP funding. On the question of ECGD cover, Secretary of State considers that the size, nature and importance of the project to the future confidence and prosperity of Hong Kong means that in due course the project will have to be looked at exceptionally. Meanwhile he agrees with the Foreign Secretary that there is little point in addressing the issue prematurely, particularly when prospects are somewhat clouded by the continuing difficulties with the PRC.
