4. Mr Lilley made no comment. He asked whether Lord Caithness wanted him to say anything particular in Hong Kong. Lord Caithness replied that he did not, but that he would be interested in Mr Lilley's impressions on his return.

Mr Lilley asked if he was likely to be questionned in Hong Kong on "visas" (ie, presumably, nationality questions). Lord Caithness said he thought that most unlikely. If

Mr Lilley was questionned he should suggest that people should refer their questions to Lord Caithness who would be visiting at the end of the month. Lord Caithness promised to provide Mr Lilley with a note on the nationality issue before he leaves for Tokyo.

Mr Lilley has clearly not yet focussed on Hong Kong. He appeared to be quite unaware of the present situation concerning British bids for PADS contracts and did not react at all to Lord Caithness' insistence that the Governor cannot intervene in favour of British companies. We discussed Lord Caithness' undertaking to provide Mr Lilley with a note on nationality issues. You said that you had already provided material to be incorporated into Mr Lilley's brief (which he has clearly not read yet). We agreed that you would discuss with DTI officials whether anything further was required and that I would then clear lines with Mr Lilley's Private Office.
