Mr Wu's proposals are conceptual and there is a lack
of details on technical information, financial projections and
programming to support his suggestions. Nonetheless from the
material provided the Government has satisfied itself that the
proposals have considerable disadvantages in comparison with its
own strategic plans. In particular, Mr Wu's proposals:
fail to take account of the need to properly integrate the
airport with other overall development plans;
do not meet comprehensive transport and traffic needs;
fail to take adequate account Of several important
technical difficulties;
are unrealistic in terms of programming;
would be significantly more expensive and financially less
robust and less attractive to private sector participation;
would put the development of key strategic facilities at
risk by placing them under the control of a single private
sector interest; and
would have a detrimental effect on the environment.
