for a major initiative the consultant employed will work closely with
the Branch in pursuit of its aims on PADS and will assist in devising

The consultant's effectiveness in meeting objectives will be kept
under constant review. The numbers of companies responding to the
opportunities will also be monitored and the effectiveness of the
exercise quantified.
BACKGROUND
The PADS project is estimated to cost US $16.3 billion in total. It
