1.
Further to my minute of 14 February, I attach the agreed terms of reference for the DTI consultant. His name is Mr D A Staines, of Glysed Project Management Ltd.
2.
The terms of reference look all right as far as they go, but they do not tell us very much. The success of this initiative will, in the final analysis,
depend on the relationship Mr Staines establishes with Mr Heap and others in Hong Kong and the extent to which he learns quickly the realities of life in Hong Kong.
3. I assume that he would not have access to the sort of confidential information which Mr Heap is shown, from time to time, by the Governor. Mr Heap would need to make it clear to the Governor and others that information given to him in strict confidence would not be passed to Mr Staines.
4.
I will be sending a telegram to Mr Heap today, bringing him up to date, placing on record our continuing reservations, and suggesting that he touched base with the
Governor.
