Thank you for your letter of 21 February about the appointment of a consultant to advise on ways for the UK to get more business from the airport project, particularly at the sub-contracting level. I note that the contract has already been signed and that the consultant, plus a DTI official, will be coming here

next week.

It must be for you, and DTI, to assess whether a consultancy can add significantly to the good work which I am sure the Trade Commission is already doing. From my point of view, ie the aspect of political perceptions here and in China, I have no objection.

There is of course a widespread belief amongst Chinese officials, and even a considerable number of people in Hong Kong who should know better, that the whole airport project is designed to siphon off the contributions of the Hong Kong taxpayer into the pockets of British business. That untruth is something we have had to live with for a long time and, doubtless, is something we shall have to live with well into the future. It should not in any way deter the UK from the legitimate pursuit of commercial opportunity.

Certainly, I should not wish to put any artificial obstacles in the way of such an objective.

I see that much of his work That seems a good idea.
