its costs were more reliable due to engineering feasibility work already carried out;

the CLK strategy provided greater urban development potential;

it entailed less adverse environmental impact;

it provided better scope for port development in the Western Harbour;

it allowed for a better road and rail network;

it had greater potential for attracting private sector investment;

the CLK strategy cost about 20% less than that based on the Western Harbour site.

Deep Bav

Of the original 6 selected in the shortlist, two were in Deep Bay - at Nim Wan and Sham Chun River. The Nim Wan site was recommended again by a group of academics in June 1990. Nim Wan is the better site but also suffers from the basic problems of any Deep Bay site -

new Shenzhen airport is very near -creating airspace co-ordination problems;

in

a site,

particular at Nim Wan, would create major conflict with shipping using the busy Urmston Road shipping channel to access the Pearl River (about 130,000 vessels p.a. by 2006). Shipping would not be permitted to pass the end of runways when in use;

the extensive Shenzhen urban development (only 5 miles away) and probably Yuen Long and Tin Shui Wai would, depending on flightpaths, be exposed to unacceptable noise levels;

proximity Of Mai Po Marshes would create serious bird strike risk;

such а site does not provide a good development strategy for port expansion (which would still be needed on Lantau) whereas CLK shares key access infrastructure with the port;
