The Governor would be grateful if you would pass the following messages to Lu Ping through the MFA, if possible today:

(a) We confirm that our Expert Team would be able

to travel to Peking for the Third Round of talks to begin on Thursday, 21 February. We are planning on the basis that three days will be needed.

(b)

The Chinese side will wish to know that in answer to press queries in Hong Kong yesterday, the CS said that these were possible dates for the talks.

(c) The Governor confirms that he would be free

for a meeting with Lu Ping on the afternoon of Monday, 4 March. Lu told the Governor that he would wish to take the opporutnity of doing other things while in Hong Kong. We would be happy to set up a programme lasting for two or three days, either before or after 4 March, if he can be more specific about what else he would like to do.

(d)

The Chinese side will no doubt have seen press reports of comments made by the Governor on his return from Peking yesterday. He would like to draw their attention to the fact that he was very careful in his choice of words in response to questions as to whether the Chinese had asked for work on the new airport to be stopped or delayed. His reply was that no suggestion was made to him that we should halt or delay all our projects.
