Your Excellency, Ladies and Gentlemen, let me begin this

report to you on another great infrastructure project by bringing the best wishes of everyone involved in the Channel Tunnel to the PADS project. This week we mark the FIFTH ANNIVERSARY of the

Laurel Declaration.

Five years ago Prime Minister Thatcher and President

Mitterrand stood together in the City of Lille, in the North West

corner of France, not far from Belgium and the Channel. announced that the Franco-British, private sector, Eurotunnel Consortium had won the competition for selection as the preferred

form of Fixed Link between Great Britain and France. They won it with a rail tunnel system, against bridges, bridge/tunnel combinations and different types of tunnel

The two Governments, French and British, proceeded to sign a Treaty in Canterbury, one of the most historic cities in England, close to the Channel. That is a Treaty between the two sovereign states, subject to parliamentary ratification; a treaty to govern the construction and operation of the Channel Tunnel. On

February 12, within 3 weeks from today, the Board of Directors of Eurotunnel will celebrate the Fifth Anniversary of the Treaty of Canterbury by fixing a plaque to the point of last December's breakthrough between the French and British service tunnels, far below the sea bed of the English Channel.
