Legislative Council the Port and Airport Development Strategy (PADS), which is intended to meet Hong Kong's port and airport infrastructure requirements up to the year 2006. This paper explains the Administration's preliminary financing strategy for those airport-related projects in PADS and for other projects not included in PADS, but essential for the new airport at Chek Lap Kok.
