there will be unskilled labour;

limited importation of skilled workers/experienced operatives by relieving shortfalls in critical areas will benefit the economy, and the community, as a whole;

order to protect the interest of local workers, employers will be required to pay fair wages:
relaxation does not mean cheap labour;
adequate enforcement arrangements will be made to ensure employers comply with conditions.
