Dear Barry,

Mr. Peter Lilley Secretary of State for Trade and Industry's visit to Hong Kong on 17th/18th January 1991 and FBM Marine Limited's bid for Hong Kong Marine Police 6 Fast Patrol Boats

FBM have recently submitted a bid of six Fast Patrol Boats for the Marine Branch Hong Kong Police. The value of this bid is around £25m. The competition here is between FBM, Vosper Thornycroft of the UK, NQEA and AIS of Australia and a local Hong Kong yard. I have only just returned from a protracted visit to the USA, Korea and culminating in Hong Kong and after some very encouraging discussions with the Marine Department I went along to see Mr. Peter W. Heap, the Senior British Trade Commissioner in Hong Kong. The purpose

of this visit was mainly to solicit his help as I thought that with the Australians in the race and with the known subsidy of 15% which they receive both ourselves and Vosper Thornycroft would be disadvantaged. During his previous appointments in the Bahamas, Heap had helped us enormously when we won a major FPB contract for the Bahamas Defence Force so he had proved to be both effective and helpful.

Once more he was extremely helpful and is going to pull very hard for FBM as he believes that we have an excellent chance of winning and a very good craft. However, he did advise me to try to ensure that Peter Lilley the Secretary of State for Trade and Industry was due to visit Hong Kong around the middle of January he thinks the 17th/18th- and
