First, a reminder of our fax number. It is 845-2870. faxes of 7 and 15 March both went to the Deutsche Bank here whose number is 845-2970 and who kindly forwarded them on to us.

I am told that Marine Department are close to concluding their analysis of the bids and have a good idea who they are going to recommend. There may however be some further talks, possibly in relation to their recent request for more information on spares. The delay which has required an extension of the tender validity is over funding which is a matter to be decided between the Police and Finance Department. The cost will exceed the budgeted provision by more than the HK$5 million which is the limit above which everything has to be put to the Finance Committee. I gather that the estimates have been exceeded by considerably more than this amount. It is hoped that the Finance Committee may approve the extra provision by the end of April to allow the proposal to be put before the Central Tender Board in May. If everything goes smoothly that could be in the first week of May. The last meeting within the tender validity period is 25 May. The Central Tender Board proceedings are not just a rubber stamp. It is not unknown for them to overturn recommendations put to them.

Nothing is made public about the bids until the tender is agreed and the contract signed when the name of the successful tenderer and the price of the contract are printed in the Government gazette. Everyone is theoretically still in the running until the Tender Board reaches its final decision.
