regard it as a country of great opportunity, a gateway both to

China and the region in short, a sunrise view. I accept

that there may be some force in this, and I believe it is a

point which we - and colleagues would do well to bear in

mind in talking to companies and others about Hong Kong.

The Port and Airport Development Scheme (PADS)

5. A primary focus for my visit was the new airport project.

Last October the Governor announced the decision to build a

new airport on reclaimed land off Lantau Island, to take over

from the existing Kai Tak Airport, which is approaching

saturation. The intention is that the first runway of the new

airport should be operational by early 1997 - an extremely

demanding target. I discussed the project with the Governor

and the Chief Secretary, Sir David Ford; and I attended a

useful presentation on the project by the three Secretaries

most closely involved in the project. In addition, I spoke to

some of the consultants who are already working on the

project, and to some of the UK companies who are pursuing

construction contracts.
