I visited Japan on 17-19 January and Hong Kong on 19-20 January,

both visits being cut short at little notice by requirements to

attend debates on Gulf policy. Despite their brevity, both

visits were extremely useful and suggestive for the future

handling of our relations with two economies which are vital to

UK business and other interests.

This was the first visit to either place by a member of your Cabinet. It was also my first visit outside Europe as Secretary

of State. The fact of travelling so far at such a time was

clearly appreciated as evidence of the importance which we attach

to both places. That I was able to do useful business there was

very largely due to the exceptional support and efficient

organisation of John and Carolyn Whitehead, and Peter and

Ann Heap, and their respective teams, in Tokyo and in Hong Kong.

I much appreciate all they were able to do, much of it at very

little notice.

JAPAN

My main purpose in Japan was to give renewed impetus to the

substantial improvement in our economic relations which has taken

place in the past few years direct exports are now over £2.5
