Victor Fung, the new Chairman of the Trade Development Council (TDC), told us recently that he had received a message from Lu Ping, via his brother William Fung and Vincent Lo, that Lu would like to be a guest speaker on some TDC overseas missions.

The Governor has told Fung that Lu, with his good English, could be a great help in getting over a positive message on Hong Kong's future (cf. his Hong Kong General Chamber and Smith New Court speeches). The TDC should however make sure that he is clearly seen as a guest of the TDC and not as part of the official delegation. The TDC should also use him sparingly. Fung said he would consider the point further and let us know what he decides to do.

Fung has already had a Vice-Mayor of Shenzhen as a guest speaker at a TDC seminar in Japan. In addition to Lu Ping, the Governor has suggested that he might also consider inviting a Vice-Governor of Guangdong. In all cases, these guest appearances would be just that. The TDC are aware that any co-host role would send the wrong signal about Hong Kong's future economic relationship with the
