This outline reflects comments Lord Caithness made on an earlier draft. He thinks that the new draft is better. He thinks that the Secretary of State will want to draw on his own experience of Shenzen as a small market town and the creeping influence of Hong Kong into Southern China more fully and earlier. He believes that the geographical position of Hong Kong with its harbour facilities is also worth stressing and comparing with the United Kingdom: The volume of business conducted through the single port of Hong Kong might be compared with the traffic through the several ports of the United Kingdom. More is needed on setting the scene for business to continue to thrive. Governments can only do so much it is up to the people to respond. We are doing our bit, are they?
