FOREIGN SECRETARY:
I do not think that that needs negotiation because the property
rights are secured, the whole principle of two systems in one
country is that there is not dislocation of property at the point
of the transfer of sovereignty. There are specific things about
government lands which have to be negotiated and there is
machinery now turning round to deal with those specific problems.
But the rights of property, the existing property rules and
regulations are there and remain. So I do not think that is a
problem.
