Ironically, the recent spate of emigration from Hong Kong has strengthened this global Chinese business network and has underscored the Territory's international importance.

As Hong Kong emigrants give new vitality to the "Chinatowns" of Europe, North America and Australia, Hong Kong's position will, in turn, be strengthened as an international hub for business, trade and finance.

Put simply, Hong Kong is where the deals are done, the opportunities found and packaged, and the financing put together.

Central to Hong Kong's enviable "location" as entrepot to China, as hub of the Greater China Economic Productivity Triangle and as focal point of the global Chinese entrepreneurial network is the Territory's great economic dynamism. This dynamism has kept Hong Kong "laps ahead" of its closest competitors.

Hong Kong's economic heritage is one of free and open competition. There is no discrimination against overseas investors, no special conditions attached to inward or outward investment, no exchange controls, and no restrictions on overseas remittance of capital or profits. The tax regime is simple and straight-forward, and the rates are extremely low by world

standards.

The Hong Kong Government does not manipulate the markets, and businessmen never find Government-owned corporations stealing their business. Espousing a philosophy of "positive non- interventionism", the Government has sought only to define the broad parameters of competition in so far as is necessary to protect the small investor.

These efforts are buttressed by the Territory's sound legal system based on Common Law. And the principles of free enterprise are enshrined in the Basic Law, which will be Hong Kong's Constitution after 1997.
