I recommend that the Secretary of State give an upbeat summary of Hong Kong's economy, investment and trade prospects, underlining the outstanding opportunities.

I submit a draft outline. Depending on the

Secretary of State's wishes, we could develop this either in note form, or as a full speech text next week.

Background

3. The conference is being organised by Smith New Court and is aimed primarily at specialists, from investment houses and banks, with some international attendance. Speakers include Lu Ping, Baroness Dunn and Sir John Swire. The Secretary of State accepted the Rt Hon Peter Walker's
