A public debate between some of the major players has already begun in anticipation of the finalisation of the consultancy study report and pressure is building up in the media and in academic circles for its early public release.

We do not propose to arrange any publicity at this stage before the issue of the consultative document. Accordingly, there will be no Legislative Council brief. In response to enquiries from the media and others, we propose to confirm that in the light of the findings of the consultancy study the Administration is preparing a consultative document setting out its preliminary proposals for regulatory change. However, in view of the keen interest in the subject, the Secretary for Recreation and Culture will in a speech on 1 October 1991, make reference to the possible de-linking of cable TV and telecommunications, so as to provide the public with a general outline of the proposed regulatory framework for future subscription TV licensees.
