As might be expected, HK Telecom strongly opposes the early termination of the exclusive franchises held by Telco and HKTI on the grounds that this would damage the Government's credibility with regard to all franchises and that Telco and HKTI have fulfilled and continue to meet the obligations of their current franchises.
