It is recommended that -
a public consultative document outlining the Administration's preliminary proposals for regulatory change, as summarised in paragraphs 23 to 26 below, should be prepared for Members' consideration and approval;
the Chinese side of the Joint Liaison Group should be consulted on these proposals in the manner set out in paragraph 40 below;
following Members' approval of the consultative document, it should be made available to the public for comment; and
(d) in the light of the submissions received, a White Paper setting out the future regulatory framework for public telecommunications services should be prepared for Members' consideration and approval.
