CHINA AND HONG KONG: LORD YOUNG
Thank you for your letter of 25 September about
Lord Young's call on the Prime Minister on 27 September.
Lord Young makes regular visits to China to pursue Cable & Wireless interests, most recently in October 1990. We portrayed his March 1990 visit to the Chinese
as semi-official in nature. Lord Young carried a message
reaffirming the then Prime Minister's commitment to
improving relations with China, and seeking a more
cooperative attitude over the nationality package and the
PADS projects.
Lord Young is to see Li Peng on 30 September. The
Foreign Secretary does not see any need for Lord Young to convey any specific message but it might be useful if he were to make some general points including:-
He had seen the Prime Minister shortly before his
departure. Mr Major had asked him to convey his
greetings.
The Prime Minister had found his visit to Peking
